Abstract

This contribution examines the particular relationship between Italian State and Holy See that arises on the occasion of the 2025 Jubilee: in fact it represents a religious event within the canonical order and, at the same time, an event of public interest with effects on secular society. The analysis focuses on the particular role of the city of Rome in the history of the Roman Catholic Church and on the guarantees established in the 1929 Concordat and in the 1984 Villa Madama Agreement. The principle of secularism also demonstrates the public relevance of the 2025 Jubilee, especially for the Italian State, by reason of its active participation in the organisation of the event and coordination with the ecclesiastical authorities. The analysis deals with the investments of the National Recovery and Resilience Plan (PNRR) established by Law No. 234 of 30 December 2021 'State budget for the 2022 financial year and multi-year budget for the 2022-2024 three-year period'. Furthermore there is a careful analysis of the measures adopted by the legislator in Decree Law No. 75 of 23 June 2023: "Urgent provisions on the organisation of public administrations, agriculture, sport, labour and the organisation of the Catholic Church's Jubilee for the year 2025."
