On the occasion of the 25th anniversary of the opening of the Conference in Palermo for the signing of the UN Convention on Transnational Organized Crime, this article addresses the different meanings of this milestone both locally and internationally. In particular, it distinguishes between the expectations at the time of signing and the ex post verification of its implementation.
